Hi Olivia! This beautiful little fly is a species of Long-legged Fly, Family Dolichopodidae . There is a good chance that this fly is from Genus Condylostylus, though I can't be totally sure. I am not familiar with the species in your area but this should give you somewhere to begin a search. Hope this helps!
