Coltsfoot

Petasites sp.

Description:

Low-growing perennial plant with tall ray flowers that turn to seed fluff when the leaves grow out in spring.

Habitat:

At the edge of second-growth forest of Douglas fir, hemlock and spruce, along the roadside in particular, where it can get some sun.

Notes:

I don't think this is either P. frigidus or P. palmatus, but it is definitely coltsfoot.
