Most likely a Bay Pipefish (Syngnathus griseolineatus)

Don't worry, I'm a marine bio student. I gather organisms from the docks. This guy is lucky we have to throw verts back, he escaped the lab :)

Yes, Pipefish.
Shouldn't take them out of water, it might stressed them too much that they might die even after you put them back in the water.
