It "looks" like a kind of bag worm (also known as a "case moth") but I am not sure. "Other" is for organisms that don't fall into the named PN groups, like say a starfish, worm or snail, etc. "Other" does not represent "unknown". Because this seems to be suspended by a thread and be composed of plant matter, it strongly suggests it is from an Arthropod.
