Ischnura damula
Usual form is largely orange and black as shown in the first image. There is also a blue form, shown in the second and third images.
These were common along the edge of an artificial wetland, clinging to reeds and cattails when not flying. Surrounding native habitat is very dry shortgrass prairie.
Males have four blue spots on the top of the black thorax. Special thanks to Bill Maynard for suggesting the ID (before I posted here).
