Grape Flea Beetle

Altica chalybea

Description:

An extremely tiny iridescent green beetle. The hind-most pair of legs are much larger than the rest, allowing the beetle to jump like a grasshopper or cricket.

Habitat:

He was found in a mostly-aquatic pond area on some reeds.

Notes:

Definitely Family Chrysomelidae, Genus Altica, and I think the reeds I found him on might actually have been the woody part of a wild grape plant, which might make him Altica chalybea.
