This is a dragonfly larvae's "outer layer" that a dragonfly came out of. The dragonfly larvae is the second stage in the dragonfly's life (egg, larvae, dragonfly). The larvae lives in the water and then comes out and sheds its "outer layer" to become a dragonfly.
