Cosmoscarta bispecularis
2 cm head to end. Belongs to suborder Auchenorrhyncha (the one with cicadas and treehoppers). Gregarious.
Western Himalayas.
I found them on branches of rhododendrons in the forest. They flew away with a humming noise when the branch was moved. I couldn't find a picture with similar patterns on web. Help!
