Cicadellidae, Cicadellinae, Proconiini, Oncometopia sp., female. Unfortunately there are too many species around.

The white things are brochosomes.

To my knowledge only the female sharpshooters store the brochosomes as a single "chalky" spot for egg protection.

Thanks Cindy and Jared for the reply. I saw one with these white balls. I thought it was some disease in the wings.

The female Oncometopia nigricans has the same chalky spots. Not sure if it is the same species.

Sckel, I'm not sure. I have video of one making the spots. It appears that it secreted the liquid and wiped it on its wings using its legs. http://www.projectnoah.org/spottings/232...
