Emphasis on "suggestion." There is at least one other genus nearly identical in appearance south of the U.S. border.

I agree completely with John. This is certainly a fly, but an incredible wasp mimic! In addition to what he said, you can also see the halteres, which only flies have. Example of where to look: http://www.americaninsects.net/f/nt/g-ha...

Nice picture - but definitely a fly not a wasp.
Many flies mimic wasp - some very effectively.
You can tell it is a fly because it only has one set of wings (1 on each side).
Wasps, like most insects, will have two on each side (though they are sometimes difficult to see).
