Crane fly

Nephrotoma appendiculata

Harmless insect looks like a large mosquito. Does not suck blood nor carries diseases

Visible are the "halteres", small knobbed structures modified from the hind wings. The word 'halter' comes from Greek ἁλτήρ, a double knobbed device used in Ancient Greece by athletes during training in jumping.
