As Leuba points below it really looks like a type of plant hopper. Check out on this line. Definitely not a dragonfly. :-)

Looks like Hemisphaerius species from family Issidae. You could check this out. They are planthoppers.

Issidae, Issid Planthopper. I only know Hemisphaerius sp., but I am not sure if this is the correct genus for yours.
