Not a wasp but a fly miming wasps. Syrphidae family, most probably Helophilus trivittatus.

Habitat:

Water pond.

Notes:

Helophilus, probably Helophilus trivittatus but not sure, could be Helophilus pendulus or Helophilus hybridus?
