It is growing on a old stump.

This could be Hemlock Varnish fungus, Ganoderma tsugae, if it was growing on a hemlock tree or stump.

It looks like a Ganoderma of some kind - Lucidum, to be more speciffi, but there are other subspecies that look quite the same.
