Good thought, BenjaminKabel ... and it doesn't even have to be a lot of water.
Are you reasonably near a source of water? I suspect this is a chimney belonging to a crayfish (commonly referred to as devil crayfish).
Maybe the start of a cliff swallow nest? I see it's around a stick. Was it up in a tree?
