By the size mentioned I believe that this is not a Raven - Ravens are much bigger, 55-60 cm in length; and I would say much more massive birds. Moreover, the shape of the bill and its proportion against the head tell me the same - this is more likely a Carrion Crow. Raven's bill would again be more massive.
