Hibiscus syriacus 'Purpureus variegatus'
This cultivar for Rose of Sharon has variegated leaves and sterile purple flowers that never fully open, so no seed will result. If they did open they would be double petaled. Rarely this gets some branches and leaves that are pure albino instead of variegated.
