Welcome to Project Noah, ColeHad! This lovely little insect looks like a type of Planthopper. If I had to guess, I would say it's an Acanaloniid Planthopper, Genus Acanalonia. Here is a link that might help you figure out which one it is:

If you are still unsure which species this is, but feel that the Genus is correct, you can put the genus name with sp. after it (Acanalonia sp.).
