Hairy caterpillar on a Rose Plant

It was feeding on the leaves, if fact if you notice this one has finished of the tip of the leaf. there were many instar stages of the same caterpillar on that plant..
That is an extra hairy one :-) I can't see any leaf damage though. Maybe it's not feeding on the rose?
