Enallagma carunculatum
This is one of the most common of the Bluets in California. Bluets differ from Dancers as they fold their wing against the body. Blue and black in color. The segments are more black then blue.
Found near marshes, ponds and slow moving water.

I just stand and wait for them to land. Dasmelflies land more often.
Great picture! They never stay still long enough for me.
