Medium sized moth. Wasp mimic. Black body with bluish-black wings. Wide orange band in the middle of the abdomen. Sexually dimorphic species (males and females look different). See my link to Bugguide to view images of the males.
Suburban garden.
Second one seen in the yard this summer.
