Description:

Tiny black bees/wasps??? About 7 mm body length. They are gathering that yellow things that loos like tiny puffballs into their hive inside an old tree crack. This activity happened several hours before a very heavy night rain falls.

Habitat:

tropical forest, forest margins and populated land.

ForestDragon is right - the "puffballs" are pollen.
I think these are "stingless bees" - Apidae: Meliponini
They are communal like honey bees, but don't come out and sting you.

Wow! Great series!

My guess is that the "puffballs" are pollen and these are a type of bee. I can't help you more than that at this time.

Hopefully, someone with more knowledge of insects in your area can help more. :-)
