mississippi kite for sure swallowtails don't look anything like this…. especially in the eyes and tail.

Definitely a Kite, there are 2 in your area, the smaller Mississippi Kite and larger Swallowtail Kite, do you have a picture showing all the tail/wingtips? Swallowtail would show 4 points, Mississippi 2 points and a square.
