Description:

very nondescript pale bird about the size of a cowbird or starling. it's head was distinctly lighter than the body, which is what got our attention.

Habitat:

marshes of nj meadowlands

Notes:

I've been through several field guides and think it is something immature but just cant figure it out.

I cannot positively identify your bird, but I suggest looking at female buntings.
