Hi Florian, I am no expert but it reminds me of either a mealybug or a scale bug so I added the two possibilities as suggested IDs. Perhaps other people can help further..

Anyone has an idea what animal that is. It´s very small, about 3-4 mm long. spotted on a magnolia.
