Looks to be a member of the Stinkhorn family: http://en.wikipedia.org/wiki/Phallaceae

I am not familiar with the species in your area but it should give you a place to begin looking. The dark, slimy part at the top of the fungus is a spore mass. It usually smells pretty bad to attract flies, who then help to spread the spores.
