Yup, a garter snake! Garter snakes (and ribbon snakes) are members of the genus Thamnophis. Here is a link to the Thamnophis species of New York. It could be a common garter snake (Thamnophis sirtalis), but it has a lot of subspecies and I'm not sure which appear in NY.
