This is a chrysomeliad beetle, but I am not sure about the species. My guess is that the silky material in its bottom is a remaining piece of its last mold.
Thank you bayucca. Yes, I am repeating myself... But this guy's "skirt" really intrigued me. The separation line between its "waiste" and the silk material is so sharp and straight, that it doesn't look natural. And I didn't have a chance to look closer, because the beetle did what they often do: slipped and dived to the ground. About the ID, I'll try to be less reckless in the future. Anyway, it is amazing how you remember my old spottings!
