Not sure of the species...Found at the far eastern edge of the Eurasian Steppe zone
I think I'd go with the peregrine ID too, I know that in that area of the world they have that reddish tinge to the chest. What's going on in the photo, by the way? I can't really tell! Is the falcon okay?
