Celithemis eponina
This medium-sized dragonfly has transparent orange/yellow wings with dark brown markings, the colors of Halloween. The second part of its name, "Pennant", is given this insect for its habit of sitting at the top of a twig and swinging back and forth in the breeze, much as a flag would do at the top of a pole.
I usually find these insects near pond or lake shorelines on high, exposed perches.
