Philanthus triangulum
This wasp is about 20mm. It hovers in the air like a hover-fly. It was moving the antennaes up and down when sitting on the leaf.

Although the adults of the species are herbivores (feeding on nectar and pollen), the species derives its name from the behavior of the inseminated females, who hunt for honey bees. The female places several of its paralyzed prey together with an egg in a small underground chamber, to serve as food for the wasp larvae. All members of the genus Philanthus hunt various species of bees. Nest in small to large aggregations in bare, sandy soil. Nests are provisioned with bees or wasps. According to wikipedia, this wasp does not exist in the Southern parts of Africa, but I think this spotting and the link in Fanies species suggestion shows differently.
