I think the Chestnut-vented, or possibly the Yunnan (not in my book), are the most likely for Korea. Only these two have such a long black eyestripe. The European has a chestnut breast right up to the neck with just a small area of white.

I agree with alicelomgmartin. I checked the wikipedia article for eurasian nuthatch. Looks similar

might try the nuthatch family or kingfisher family
