If the picture had been taken from the side it would look more like the Nodding Thistle, but I'm pretty confident that's what it is.

That doesn't look like any thistle I've ever seen. I don't think the suggestion is correct.
Allium maybe. It's a late spring blooming bulb in the onion family.
