Sckel was correct with her original suggestion of Whitefly eggs. The animal is probably Aleurodicus sp. possibly Aleurodicus dispersus

hi Sckel, i have seen same fluff like eggs and I have certain photographs of similar egg or pupa. I have seen 'citrus fly' with them.
