These were so tiny and mesmerizing. In areas along the coast of the Pacific and in Japan, they are considered novelty pets.

Habitat:

These are living at the Oklahoma Aquarium. Naturally they are found in the southern Pacific Ocean mostly.

I live right near the Arkansas river in Tulsa and have never heard of or seen something like this. What were you doing when you saw this?
