Yes. I believe these birds are captive, however, one of them is apparently allowed free roaming rights and it's not kept in any confinement.

Hi there, are this bird and the others you have uploaded captive birds? The ones I can see the legs on have bands on them, which indicates they are likely captive as not many wild hawks are banded and released. Adding some information to your spottings about where you saw these at and if they are indeed captive would be most helpful. Thanks and welcome to the site
