Pretty beetle found while at the river. Was very docile. Would appreciate any information. Have never seen anything similar.

Borer beetle.
looks like some sort of buprestid (jewel beetle) to me. The "yellow marked" buprestid is pretty similar, but doesn't have the metallic green like yours. Really beautiful bug!
