I'd estimate 3 cm but likely longer. Very thick and stocky
Residential area
It wouldn't land very often or for very long when it did, so even capturing it in one photo was difficult. I will submit to bugguide as well

Thanks John! I should have guessed it was an ovipositor after seeing so many on ichneumon wasps. I just thought stinger since it was so thick and not quite as long! I will look into those species you mention and probably submit it to bugguide jut to be sure
Not really a wasp but a sawfly (and they won't sting you with that tail, it is an egg laying tube).

Try Urocerus flavicornis or U. gigas (I'm not sure of the difference - I know that they were once considered the same species).
