That's a really lovely plant. I did some looking around and I think it's a Collinsia that's endemic to California. We've got a similar Collinsia on the East coast that's commonly called Blue-Eyed Mary.

Yes Scott. I find it in other Family Plantaginaceae from Lamiales Order.

Yes..its must have density of many species and bushes of herb plants. Many small and mid size birds, reptiles are located at such place.

about 20 meters area around a lake considers as moist.

It's along a hiking trail next to a lake but not particularly moist area. Very wooded area.
