Giant Water Bug

Belostomatidae

Description:

Large beetle like insect with wings, hooked claws, and a needle point proboscis and huge eyes. I found it dead laying in the parking lot near my office.

This is a blestomatid. They are called Giant Water Bugs, and also Toe-biters.
There are 19 species in the U.S.
