Gallinula chloropus
The Common moorhen has a red facial shield and yellowish feet. The feet are not webbed. Other than the undertail, the plumage is very dark.
Widespread in freshwater wetlands. Spotted in the tropical south.

The Migratory Bird Treaty Act (US) and the reciprocal treaties from other counties cover many birds. I get the comment about people not knowing often which is why I try to add it when applicable.
This is a good photo of the Moorhen! I did not know they are protected!
