Fuzzy green leaves. Plant grows upright and tall with yellow flowers at top. Leaves are fuzzy and jagged along the edges. Annual or perennial herb that is native to California and is endemic (limited) to California alone.

Habitat:

Dry chaparral area at Lake Hodges

I may be wrong on the ID. It may also be Isocoma menziesii
