I have zero info about this plant, the pic was taken in our back yard. For the first glance i though it was covered by a spider web but it doesn't seems to so i want to share it with the expert :-)

I added more pictures.
I have been looking at the plant for couple a day and haven't noticed any spider nor caterpillars on it! :(
Is it possible that the webbing is caused by tent caterpillars? I can't tell whether there are any caterpillars on it in the picture, but it looks like the type of nest that some of them will build.
