Literature I researched indicates a juvenile Glossy Ibis but the white belly seems wrong.
To me, it looks like an immature American wood stork, The legs and bill are a bit "heavy" for an ibis.

It seems like a closer match would be a juvenile American White Ibis, though I haven't found many with the exact color pattern as yours.
