False Potato Beetle larvae

Leptinotarsa juncta

Description:

When I first saw these two bugs I thought they were slugs. But when I cropped the picture I could see they appear to have legs, so maybe they are caterpillars? Don't know what the flower is either.

Habitat:

Meadow in state park in suburban Philadelphia, PA USA
