Uta stansburiana
I don't think its Sceloporus cowlesi based on scalation. The scales are more spiny in Sceloporus cowlesi. The pattern also matches more with Uta stansburiana. I'm also not sure Sceloporus cowlesi is found in Saguaro NP. Of course I could be wrong on all of this, I really haven't spent much time in AZ and only a week backpacking through Saguaro. I'm just taking a stab based on what I've read.
