I agree with Ruff now. It was about twice the size of a Least S.

I was leaning toward Least Sandpiper because of range however I did find where it is noted the Ruff is a rare visitor to the west coast. It looks like the most notable difference between the two would be size. The Least Sandpiper should be about 6 inches length and Ruff about twice that size. Maybe this will help with id...

Looks to be a Ruff (Philomachus pugnax). You should report this bird. They're an uncommon visitor.
