Description:

Winter Adult here, 3 cycled Gull that can lead you to most any fast food trash can in middle America; head & neck fine dusty streaking, duller bill and legs with a Dark Orbital Ring... Common breeding grounds WA, down thru ID and up thru most of Montana ! whooooo hooooo and up to Canada. Wintering where trash is never frozen.

Habitat:

well you won't find it off shore! it's a Bread Basket / fly-over area type Gull...a serious opportunist like a Corvid only differnt.

I really love your description. They also have trouble in Croatia with too many Gulls coming inland to live around trash or people feeding them.
