unknown beetle grub

Description:

Whitish larva with orange sclerotized head and legs. About the size of a nickel when curled in C shape. I think this is some sort of scarabaeiform beetle larva. Found in shallow soil in my community garden plot. When I pulled up an onion this critter was in the overturned soil.

Habitat:

Clay-heavy soil in community garden plot. Last year this plot was fallow field, which may matter if this insect has been there in the soil for a while.
