Orange lichen I am guessing. Or is it a moss? It was interspersed with the whitish-grey lichen.

Habitat:

Grows on the ridge top of Kamehame Ridge on the rocks. The ridge marks a transition from the rainier windward side and Hawaii Kai. This area is often in the clouds and receives significant winds.
